Preface
DPSIR Mine is an organization that falls under the mining industry. It has a total of 989 workers who are provided with residential accommodation at the mine premises. With this workforce, DPSIR Mine experiences water supply, sanitation and hygiene challenges as the existing facilities are not adequate to cater for the demand. It is therefore a legal obligation that the Mine is compelled to provide adequate and sustainable WASH facilities to the entire workforce.

EXECUTIVE SUMMARY
This five year DIPSIR Mine WASH Plan was developed after a wide-scale consultative process including government officials and the mine residential community. It seeks to guide the systematic implementation, monitoring and continuous evaluation of the WASH initiatives and progress made by the Mine in the quest to promote sanitation and hygiene. It gives activities, time schedules, resources required, responsibilities and review dates over the course of the five year WASH period.
Purpose and scope
The five year WASH Plan offer a basis for creating the minimum conditions required for providing the mine with a healthy environment for employees and top management. In the area of water supply, sanitation and hygiene, it can be used to develop specific national standards that are relevant to various work stations of the mine in different contexts.

Policy rationale
Provision of adequate water supply, sanitation, hygiene and waste management in work place has a number of positive effects namely, that
the disease burden among employees is reduced;
healthy employees in healthy environments perform their work more effectively
there can be greater gender equity in access to education and meeting hygiene-related needs
educational opportunities are created to promote safe environments at home and in the community
Employees can learn and practice life-long positive hygiene behaviours.

Assessment and planning
Once specific targets have been set for the mine company or they can use a checklist to determine how and to what extent the existing situation falls short of the targets. The checklist can be used to identify specific problems that need to be dealt with. When analysing the reasons for shortfalls, it is important to do so as inclusively as possible, because most solutions will require the participation of all parties concerned employees and top management. Technology choice, operation and maintenance
Maintenance, repair and eventual replacement of water and sanitation facilities need to be taken into account during design and construction phases. As far as possible, facilities should be hardwearing, durable and easy to maintain (i.e. without specialist skills or equipment). Technology should be chosen taking account of local capacities for maintenance and repair. It may be necessary in some cases to choose a lower level of service, to avoid having essential equipment that cannot be repaired when it breaks down.
Ongoing monitoring, review and correction
Maintaining acceptable conditions requires on-going efforts at all levels. The role of the SHE Representatives committee or equivalent body in ensuring regular monitoring of water, sanitation and hygiene conditions is critical. Mine workstations should be included in regular water-quality surveillance and control programmes. A monitoring system should use a limited set of indicators that can be easily and regularly measured, to identify problems and correct them in a timely way. If the mining company is connected to the local water distribution system, the frequency and duration of water shortages may also be recorded, so that the reliability of the water supply can be measured over time. Forms for record keeping may be developed for standardized monitoring reports, to allow data to be collated and compared.

Employees training
Employees should routinely perform many of the activities that are important for creating healthy in environments; they do this as they use and care for specific work station, outdoor space, toilets and so on. One important decision that has to be made about maintenance of facilities is whether or not employees should be responsible for cleaning toilets and other sanitary facilities. The benefits of involving this include cost saving, encouraging them to use facilities cleanly and demonstrating important hygiene skills. However, great care must be taken to ensure that such an arrangement works effectively in practice, without exposing employees to disease risk.

Water supply, sanitation and hygiene should be given a central place in the training and supervision of all top management because they provide role models for employees and are largely responsible for encouraging the participation in maintaining a healthy work environment.
Hygiene behaviour
Employees can learn some of their most important hygiene skills at workplace, and for many this is where they are introduced to hygiene practices that may not be promoted or possible in the home. Employers can be effective advocates for hygiene, through hygiene education and through acting as role models. However, good hygiene behaviour and the effectiveness of hygiene promotion. Overall, it is important to achieve a balance between hygiene education and ensuring that environmental health conditions are enabling and acceptable. Both education and the appropriate conditions are needed for effective health promotion
